Army ends Racial Quota's
U.S. Army Secretary Gordon Gray issued an order requiring the
United States Army to open recruiting to all races, without a racial
quota. Earlier in the month, Gray had personally asked U.S. President Harry
S. Truman for the authority to return to the practice of limiting
recruitment of African Americans to no more than 10 percent "if, as a
result of a fair trial of this new system, there ensues a disproportionate
balance of racial strengths in the race Army.
